Water quality progress difficult to track

Tracking progress toward meeting mandatory Chesapeake Bay nutrient load reductions is difficult due to the affect that weather variabilities have on water quality.

The only firm way to track progress for nonpoint source releases from farmland is to measure implementation of conservation practices, and even that has its problems, farmers said.
