Earlier this summer, State Trooper Sgt. Nathan Ludwig was driving his kids to baseball practice when he stopped at a traffic light.

Ludwig says he noticed immediately that the drivers in the cars ahead, behind and on either side of him had their heads down, looking at their phones.
