Shutdown causing headaches for farmers

The partial shutdown of the federal government, which began before Christmas, is preventing farmers from signing up trade mitigation payments, delaying some key reports from the U.S. Department of Agriculture (USDA) and could delay the implementation of some programs in the newly passed farm bill.
