Summit Narrows Focus of CO2 Pipeline

On May 13, Summit filed a notice of intent with the Iowa Utilities Commission (IUC) to withdraw segments of its phase 2 expansion and the approved phase one route. Summit indicated that IUC Dockets HLP-2023-0004, HLP-2024-0006, HLP-2024-0007, and HLP-2024-0009 will be withdrawn in their entirety. Separate documents will need to be filed with the IUC in the future to accomplish the intended withdrawals of the liquified carbon dioxide pipeline route.
As a result, the following counties that will no longer be impacted by Summit's proposal: Adams, Fremont, Mitchell, Montgomery, Page, Pottawattamie, Shelby, and Worth. Summit will also have a reduced footprint in the following counties: Crawford, Dickinson, Floyd, and Sioux. According to several news reports, Summit indicated that the changes would remove more than 400 landowners from the project footprint and reduce the length of the project by approximately 200 miles.
Landowners who have received payment for easements along the intended withdrawal segments do not need to return the payment. If the easements are not sold or assigned to another company for five years from the effective date, the current landowner may be eligible to apply for a reversion of the easement back to the owner using the process found in Iowa Code section 479B.32.
Summit has requested the amendment to phase one, and the phase two expansions be expedited to a hearing before the IUC in July. Summit has indicated it plans the pipeline to go through Nebraska to sequestration sites in Wyoming, but no details have been provided. Additionally, multiple outstanding requests and motions from the parties in the sixteen dockets are still pending before the IUC.
