‘Permanent’ farm bill law not in Vilsack’s plan

U.S. Agriculture Secretary Tom Vilsack is directing his U.S. Department of Agriculture (USDA) staff to concentrate on implementing the new farm bill and not on enacting permanent law, which would eventually kick in if the new bill is not passed by Congress.
