The RISE program was established to promote economic development in Iowa through the construction or improvement of roads and streets. Iowa cities and counties are eligible for funding in the form of a grant, loan, or combination thereof. Projects must involve the construction or improvement of a public roadway. There are two RISE project types: 1) Immediate Opportunity, and 2) Local Development. Johnston: Up to $1,096,745 from the city share of the RISE Fund was approved for a Local Development grant to assist in the construction of intersection improvements at Merle Hay Road and Johnston Drive located on the southeast side of town. This project is necessary to support tourism by providing improved access to the proposed Ignit Sports Complex. This project is anticipated to be completed by December 2021.

Pleasant Hill: A funding commitment from the city share of the RISE Fund was approved for this Iowa Certified Site through the RISE Local Development program to assist in the construction of approximately 1,395 feet of new roadway within the certified site area located on the northeast side of town. This project is necessary to provide access to the Pleasant Hill Commerce Park certified site of more than 213 acres for general industrial purposes. The estimated total RISE-eligible project cost is $1,030,688 and the estimated RISE grant is $618,413 or up to 60 percent of the total RISE-eligible project cost, whichever is less. The actual award amount is subject to change as project plans are finalized. The certification for this site expires on Dec. 11, 2022.

Waterloo: Up to $291,952 from the city share of the RISE Fund was approved for a Local Development grant to assist in the construction of approximately 1,025 feet of Lake Street located on the northwest side of town. This project is necessary to provide access to two lots totaling more than 32 acres for industrial purposes. This project is anticipated to be completed by May 2022.

Davenport: A funding commitment was approved to assist in attracting RISE-eligible business by providing up to 60 percent funding to make any necessary roadway improvements to Hillandale Road, Research Parkway, Northwest Boulevard, 76th Street, and North Division Street located on the northwest side of town as part of an Iowa Economic Development Authority certified site of more than 158 acres. Per Iowa’s Certified Sites Program RISE policy, the final roadway project scope and funding will be submitted at a later date by the department to the Commission for the final award of a dollar amount.
