The Iowa Department of Transportation is requesting public input on the proposed improvements to Iowa 21 from Iowa 149 to 1st Street in Delta, and the proposed off-site detour in Keokuk County.

The proposed project involves removing the existing 4.5 to 6-inch thick x 22-foot wide Portland Cement Concrete (PCC) pavement and replacing it with new 9-inch thick x 24-foot wide PCC pavement. The project will also involve paving shoulders, ditch reshaping, clearing and grubbing, repairing culverts, adding shoulder and centerline rumble strips, updating bridge guardrails, and replacing the North Skunk River bridge approaches (0.7 miles south of Delta).

Construction would occur calendar year 2020. Through traffic on Iowa 21 would be detoured during construction using Iowa 149 (south and north), and Iowa 92 (east and west). It is anticipated the detour will be in place during the duration of the construction project. Local traffic will have access to Iowa 21.
